Tengu perfect pilot without spec for heavy missles:
(subs caldari all5, missles heavy and commons skills for missles all5, engenering for active i passive tank all5)
BS caldari 5 lvl

Nice to have:
Heavi missles scec 5 lvl, amar ships, good leadership skills

Budget : 13 B
