Whats the misson that requires a bunch of Kernite

There's a mission that requires the player to gather a bunch of Kernite - can't find it on google.

-Is it only storyline agents that give it out?
-Do all storyline agents give this mission?

Materials for War Preparation L4. To my knowledge, all storyline agents hand it out.

L4 storyline missions with Kernite involved, gives agent Talt Belk in Pator system.
8000 Kernite ---> 20.000.000 implant.

Well, i don't know for others but i did like dozens if not hundreds these storylines for Talt Belk and she always gave me attribute implant worth ~20mil.
