Concerning the Gallente Prime shooter.

Given the senseless battle that just took place between Minmatar forces and Gallente forces over the murderer of Karin Midular, I would like to request for the Gallente federation to consider handing the prisoner over to a capsuleer third party, to prevent Minmatar from targeting the Gallente Federation in order to take the prisoner by force from them. This would ensure that no further escalation takes place between these empires. The third party would then deliver the prisoner directly to the court for his trial when the time comes.

I hope this is an agreeable method of preventing further bloodshed and violation of borders.

And this would show what? That an invasion upon the Federation is what must be done when they don't get their way? Those fools have only heightened the complications of this political nightmare. There will be reasons as to why the Federation has not yet publicly disclosed information. You are asking us to respect you as allies - do the same.

It wouldn't give them their way at all, as they still wouldn't prevent the shooter from going through the Gallente justice system. They just won't be able to try to get him out of Gallente space, because he won't be in Gallente space.

It's one freaking shooter. One.

He shot a bunch of Minmatar. He killed Midular.

Is he made of solid fullerene or something? Is there something special about him, so special that they can't even talk about him?

Just pop him into a mobile cell, and scoot him or her across the border. Isn't your alliance worth more than one murderer?

Clearly, the Gallente have something to hide. Makes more sense to me the more I think about it. So no, I am not counting on such progress to be made. My faith in our so-called allies pulling their heads out of their nether regions has all but faded to nothing.

Perhaps the Federation is simply trying to get to the bottom of the matter without interference from the Shakorites.

A sensible way of doing things if you ask me, since it's not impossible that the assassin had links to Pator.

I would support moving the prisoner to CONCORD custody, given that what followed was complete sharing of information between Federal and Republic authorities about the shooter and the investigation, and a trial by either a joint international court or both courts separately (*) followed by a negotiation on how to implement the verdicts of both.

It is not that I do not realize the Federation also has a stake on this and that by their Way it is their jurisdiction. It is that it is also a Sebiestor matter, and I would like that to be respected.

But to give the procedure over to capsuleers? No, thanks. No capsuleer force exists(**) to whom I would care to give such power over a tribal issue, and very few who I would trust to do it for reasons other than glory and fame.

(*) Or, well, tribal one alone, but that does not seem likely to happen)

It is to us, but it doesn't seem that it is for the Republic.

At this Point, anything that lessens tension and pulls us back from the brink of open warfare between our nations would be welcome. Unfortunately we are in a position where neither side can full trust that the other will be able to perform a full, open and fair Trial.

For the Federation, they believe that as soon as the shooter was handed over, that he'd be facing a kangaroo court at best, and a lynch mob at worst. Unfortunately, last nights events only strengthened this opinion.

For the Republic, the lack of information being shared at high level regarding this case only shows that the Federation has something to hide. Having the Federation Admiral outright state last night that the shooter would not be extradited and no information would be shared due to "National Security" only reinforced that belief. In addition, the botched job the Federal authorities made of the Investigation into the Hanvyner treason case casts a shadow on the competence of the FIO to properly investigate all aspects of this case to ensure no stone remains unturned and that any, and all, accomplices are identified and brought to justice along with the shooter.

A trial by a neutral Third Party seems to be the logical course.

I wasn't really referring to trial by capsuleer third party, although I'd consider it as an option. What I meant was that the prisoner would be held captive by a third party, outside of either empire's reach, so that the conflict will no longer result in boundary violations and other such explosive situations. It would be especially fortuitous if someone like Chribba, a well respected and trusted broker, would be willing to take on this responsibility. I haven't yet spoken to him about this option, but if he is willing, this would no doubt help in convincing Gallente officials to make use of this option. Should they choose to do so, Chribba would then deliver the prisoner to the court on his actual court date.
Should interrogations and intelligence gathering be an issue, it's not inconceivable that a capsuleer third party would agree to accommodate for intelligence officials at the site where the prisoner would be held.
The main goal is for the site to be secret, and outside of empire space, so there is no known location to 'fetch' him from.

Which is far less dangerous since Minmattar and Amarr are already at war with one another.

That of course depends on the identity of the shooter. I don't think this is a question of who has custody of the prisoner, so much as it's a matter of the identity of the shooter. I am confident that if this identity is ever made public, it will be obvious why it was kept a secret.

I will be willing to secure the prisoner in a facility that is incapable of escape, or rescue. No human contact, no chance of bribery or friendship. The ultimate is keeping a human confined.

Of course, for the ultimate security, a small price will be required for the prisoners upkeep.
