Should be the winter 2012 expansion:

Make it possible to doomsday planets in nullsec.
Make it possible to orbitally bombard planets in all npc space
Make it possible to keep someone perpetually wardecced
Suspend CONCORD for an entire patch cycle - at the very least make them killable once more
Make it possible to formally join pirate cartels and empire faction navies. those who join them are red crosses in highsec and can shoot back in return, freely.

If enough ΤɑΤΛLΗΕLLΔΕΑΤΗ comes to EVE, it is said that Oveur will return. We miss Oveur.
