You would really need a good shield tank for the rats but thats basically it. Other than that I would train for the mining crystals of the all the ores found in null sec.

You should be killing the rats or diverting their attention anyways.

How long do rats stay spawned in a belt assuming you warp out?

Until you kill them.

You need an exhumer basically or good mining support fleets. The T1 mining barges don't have the stats to really handle the rats you get in belts. I can tank and kill 2 BS and a few frigs with just my hulk and light drones most times but my alts covetor (always targeted first) can't last more than 2 minutes. If you can only do a T1 you need some sort of mining support. Rats might move on to another belt but you'll basically have to kill them at some point (or someone else does). You could use a procurer perhaps. I'm not sure how well they tank.

But as far as "mining" yeah, all you need is a ship with the ability to mine. What matters is how you intend on making your isk. Do you want to sell to the corp/alliance and not refine? Do you want to refine? If so, you need the ore processing skills up to get over the 40% refining rate (that's if you are lucky to have a station that good and not the base 35%) including the 3% refining implant or level 5 skills. Furthermore, you'll need some way to ship your ore from a POS to the station you are going to refine/sell in. Mining in nullsec system with a station typically isn't a sure bet all day long (campers, hostiles, etc) so you will likely need some sort of support (rorq pilot, jump freighter, etc) to get your ore moved.

But none of what I just told you is likely to make much sense until you experience it. I suggest you find a null mining corp and give it a shot to see if it's for you. It's a lot more work than high sec mining.

When we rented in nullsec, I used a procurer and it handled the belt rats just fine (as long as I didn't get 2+ battleships).

Skills, none beyond the usual.

The real question is how does one gain access to null mining ?

You should be able to tank & kill rats in nullsec solo in your hulk/mack. Don't depend on corpmates or alliance to protect you and you'll do fine.

The above are minimal requirements, it is desirable to get them all to 5 ASAP or much suffrage can ensue.

Honestly, if you can get into a skiff use that for your introduction to null sec mining. If you can't fly that, get a procurer. I've tanked battleships in skiffs, and I have friends who tank them in procurors. Once you're out there just feel out what you need to train next. If you're struggling with rats train a few shield skills (you don't need straight 5's, but they're nice to have). Tech II strips are nice, but if you don't have enough of the refining skills to 4 then you're limiting what you can mine. Drone skills are useful to be able to clear belt rats by yourself.

If you can get into a procurer or skiff then shield skills to 3 or 4 should be sufficient to tank any belt rat out there. Just watch local and intel channels for non-blues and you should be ok.
