So i'm still noobish, in fitting ships and i worked for days and researched, because i wanted to build a PvE Ship, wich engeages fast and close, hard to hit because of the speed.

Here is a screen of the pyfa fitting: http://imageshack.us/a/img837/2210/fitp.jpg

I dont know if i put too much into the shields.
I have still problems to understand, if i should try to stay with the capacitor in a stable area, because 2 - 5 min till it depleds, is for my understanding, too short for a long fight.

I hope you guys can help me out, don't know if this is the wrong way, to fit this ship.

firstly for pve you want range: aka light missile launchers.

Secondly, never use the upgraded 1mn mwd, the limited one is in every way superior.

thirdly from what I can see, you're using 2 fitting implants (expensive ones at that) and a fitting rig, it seems your core skills are rather low.

lastly you want some kind of sustainable tank, buffer isn't usually good enough in pve. I would suggest a medium ancillary shield booster, you shouldn't need more cap charges than you can hold for level 2 missions (which is what I'm assuming you're going to run).

You don't need any tank for lvl1s and 2s. Fit 3 range rigs, a mwd, and you're good to go.

If it's not a big question, why is range better for PvE?

Oh, thanks for pointing this out, didn't see that.

Yeah, the implants are a gift from CCP for the anniversary, i was realy happy about that, cause i wanted these implants.
The Rig "Small Core Defense Field Extender II" is optional and youre right, Thrusters II i cannot fit yet.

Hmm, the medium ancillary shield booster and even the small one eats too much cap energy; lasts 7s / 21s.
So, you think level 3 missions is too hard with the Talwar or does such a mission too long.

The range rigs will cost much cpu, i think its anway to hard to ballance the cpu, so i dont want to make it worse.

Okay, so i will work on another fit, but i just put this ship now together; i guess i must try it now till i have enough isk to get the gear.

Medium ancillary shield booster only uses cap when you don't load it with cap rechargers.

In the previous expansion (Inferno) and more recently in the current expansion they introduced "ancillary" modules which require certain ammunition to be loaded into them and, in the case of shield boosters, forgo the use of capacitor while you have them loaded with cap booster ammunition.

these modules can only load a certain amount of cap boosters and take 1 minute to reload but in turn they rep a lot more than their countepart modules and it's more than enough for a level 2 mission without reloads.

Range is generally preferred over pure DPS in missions because of 2 main things:

1. Frigate rats are extremely annoying as some of the harder ones possess warp scrambling and webbing capabilities: best to pop them as far away as possible.

2. Rats tend to spawn a good distance away and the sooner you can start shooting them the more actual damage you are doing and not wasting time burning towards them.

Damit, i knew that, i realy thought i loaded the charges.

Okay i tested this setup now, let me say it went bad for me :D.

Now i understand, why Range is better.
