Since my first days in EVE I had some minor and major issues, both with gameplay and client stability.
Lately I have been browsing my petition's history, reading them all again and I noticed something (this was just the introduction, I didn't really need to read them again to notice that): all answers from game masters have been "See if clearing your cache and settings folders helps".
I have been suggested this for system crashes like the one where you neeeded to set "interval to 1" (I had to quit the game cause I couldn't fix this, it was early 2005, came back for a "welcome back week" and quit again due to the same problem, eventually I managed to find the fix on some player-run forum), to counter ships getting stuck in space, to fix my sentry drones from going on strike and stopping shoting, to fix possible character appearance issues. It looks like clearing the cache is the aspirin of EVE.
Now, I don't have the faintest idea about how the client works, technically speaking, I just understand that the cache is there to store data that would otherwise be streamed over and over. I am confident that, if it is there, there is a good reason, I just can seem to figure out why we have to have all settings (overview, window positions etc.) in that folder, making clearing it a pain in the "elbow".

Suggestion: Move all personal settings somewhere nicer so that clearing the cache while in-game doesn't mess up everything.

I agree. It sucks to have to re-do ALL settings when you clear the cache. And I've poked around in there a decent bit, it turns out that the file you end up needing to delete is the one that is also holding your settings. Please just break it up into a few files so we can recover the UI ones if we want to.
