I've had an eyebrow piercing for years and no one had suggested it was inappropriate or otherwise unseemly.

To address the larger topic, I would find public speculation on the nipples of any woman inappropriate and find it even more so in regards to the divine flesh of the Empress.

I agree with this;

It is obvious this has nothing to do with religion.

Synthia is simply trying to set up a new fashion trend amongst young female amarrian nobility, god knows with what nefarious schemes in mind.

No no no, you're missing the point. The point isn't that Synthia wears nipple rings, the point is Does the Empress wear them? Surely a woman as important and powerful as her would want to glitter from ear to ear (or nipple to nipple), no?

Wouldn't some form of piercing be a violation of the sacred flesh? I recall some dispute about the Empress's suitability for her reign due to cloning due to the same issue.
