Apart from checking the market window, you mean? Not sure what you're asking for. NPC seeders issue market sell orders that last a year, that's how you buy them at base price.

Type in the blueprint name, eg "Drake Blueprint", hit search, look for ones with an expiration date of a year's time.

http://zofu.no-ip.de/bpo gives you the npc corps that sell a bpo and you can backtrace from there, also http://games.chruker.dk/eve_online/ lists the stations.

I always just use Eve-Central. Its simplest to me because I use it for price checks all the time and have it on my bookmark bar. Since Eve-Central is dependent on user uploaded data, it doesn't list all the stations, but eve-central will nevertheless usually list dozens of stations in multiple regions. Its easy enough to tell from the price or expire date which orders are npc sellers.

The only real issue is for some reason blueprint names in eve-central won't auto-complete like other items do. Unless you enter the blueprint's full name exactly, eve central will tell you it finds no matches. Correct spelling is crucial, but the system is not case sensitive. For a blueprint search I just set it to look at all Empire regions.

Eve-Marketdata.com lists sellers and the NPC merchants end up with big red NPC between quantity and price.
