Better Incursion mechanic's

There need to be some sort of system in place, so when a fleet leaves a site before its over they give-up the rights to any part of a pay out.

I have noticed a growing glitch since sitting in completed site was deemed a exploit...
where a fleet will do all of the first wave except 1 ship then warp out, leaving a spy on the gate.
when a different fleet see's no ships on scan and warps in the first fleet warps back and starts to contest,
knowing that they are already a wave in front....

making incursions difficult for other to do...

So a new type of mechanic for this type of event would be a good thing.
as the GM's don't deem this a exploit yet.....
