As a Minmatar pilot, I use autocannons. I've been reading blogs in which rifter pilots change ammo according to their opponent. How do you do that?

right click the weapons icon in space and you should see the different ammo you have in your cargo listed in that menu

Note: You can't do it while you're shooting the gun. Stop shooting, then click it and it will give options of ammo that's in your cargo. Obviously you have to carry different types of ammo in your ship to have the choices.

If you're already engaged, you're almost always better off to stick with what you're firing. It takes time to reload, by the time you recoup the lost DPS, the engagement will likely be over... unless you're shooting at something much larger than you any way.

Yeah, generally, once you start shooting, you're committed - especially with projectiles and missiles, which have ten-second reload times (hybrids reload in 5 seconds, and lasers switch crystals practically instantaneously). Occasionally, you'll have enough time to gauge your adversary before the engagement and load accordingly (Fusion if you're confident he's armor tanking, EMP if you're pretty sure he's shield tanking, Phased Plasma if you're not sure, because that's a good general-purpose round). But if you're surprised, you may not have the ten seconds you need to load the appropriate ammo.

When I'm flying a projectile boat and expecting PVP, I generally keep my guns loaded with either Plasma or Barrage (if I'm hoping to maintain range).
