WTB All Race sub-cap PVP Char ( I know im dreaming)

G'day guys,

I have roughly 10B isk to spend and I want to get myself the best possible PVP character with as close to the following as possible in all 4 races. The higher the SP for my money the better the chances of a quick sale, I want to purchase the toon within the next 48h. All advice given is very much welcome as this will be my first char purchase.

The below skills would be required.

BS's to at least 3
BC's to at least 5
Destroyers to 5
Strategic Cruisers to at least 3 (Gallente and/or Minmatar)
Recon to at least 3 (Gallente and/or Minmatar)
Logi 3

All common PVP T2 Large weapons or as close as possible.

Good core skills and fitting skills essential

Blackops and covert cyno 5 is a massive plus.

P.S. I know I'm asking a lot but I think this char is out there someplace and better yet I don't care about the name or the sex/look of the char.
