I keep seeing someone use characters to type out a guy who throws a table. Is that relevant to this game? What does it mean?

It's a way of signifying rage. Might have originated from Reddit.. but really nothing actually does. We just pretend it does.

i must create an alias for this for Left 4 Dead.

Seems that knocking 3/4 of the team off a roof top as a charger results in this behavior Pirate

its part of pvp and is an good indication that you've won

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

You do realize ASCII is just normal english/latin text right? Basically you just said NOBODY is allowed to post in english.

In fact, these forums default to the ASCII charset because UTF-8 is not defined.

That's alright, I am pretty sure the forums use Unicode anyway. ASCII doesn't even contain enough characters to draw a nice-looking guy throwing a table (as opposed to a guy dropping tables).
