I could imagine that he is bidding 21,5b because its not entirely unlikely that the higher bids are either trolls or alts, as this BPO seems to be overpriced. So he was probably giving you nothing but a reference incase the other bids are made of thin air.

Since highest bidder has retracted his offer, no other offers are close enough to what i want.
Therefore the BPO is off the market.
