Why are passive tank breeds, that have ships with bonuses to energy transfer?
Are not more necessary in the active tank?

After the patch we're giving the market some gentle supply restriction, like tying one wrist to the bedpost loosely with soft silk rope. Just enough to make things a bit more exciting for the market, not enough to make a safeword necessary.  -Fozzie

If you did actually mean this then its because the Gallente and Minmatar ones can sustain 4 large reps while still being stable, useful if you can only get 1 person to fly a Logi, the Caldari and Amarr ones need at least 1 other logi ship cap chaining with them to keep them stable while repping.

Gallente and Minmatar are designed to be the hard and fast skirmisher types. To this end they have logi ships that can sustain themselves and thus can maintain mobility with the rest of the gang. For these factions the logi is not the basis but a supplement to their active tanks.

Amarr and Caldari, on the other hand, are the slower heavy bruiser styles. Their ships have a resistance bonus made specifically to allow them the extra survivability to allow logi to get to them. They are built on buffer and rely upon their logi to keep them alive, combined with the higher resistances. The cap transfer bonus help enforce their reliance on logi, even with other logi. These logi are made to be of a higher efficiency in repair capabilities but require an equally higher coordination efficiency among the pilots to ensure that the chains never get broken.

In summary:
-Gallente and Minmatar are fast and need independent ships capable of staying as mobile as the rest of the fleet.

-Amarr and Caldari are slow and heavy tankers that base themselves on larger slower and better coordinated fleets and the cap transfer bonus requiring a cap buddy enforces this.
