I assume you've tried the old standby of clearing your cache?

With the increase in shiptoasting, the Report timer needs to be shortened.

I've had this happen twice now. It's a known bug. You can do one of two things. But first, the worst thig you can do is keep sending new petitions. Do not do this. CCP WILL get to you.

Ok, option 1: wait for them to unanchor it for you. There is nothing you can do to resolve it yourself. Trust me.

Option 2: Move on and leave the tower. BUT, add a note TO AN EXISTING PETITION saying that you cannot wait and had to leave the system. What they may do is take down the turret and tower, and reimburse you with a new ones in a system such as Jita.

My corp had the same thing happen but it resolved itself after downtime. The GM that responded said that it was a known issue and would normally resolve itself that way. I've never posted multiple petitions on the same issue and have usually gotten responses within a day, maybe I've just been extremely lucky?

A root to the petition problem is that CCP has a description saying it is for stuck characters only. The reality is that there are several mechanics in the game that get "stuck" and waiting for a petition to dribble through in another category can mean substantial isk losses for pilots/corps/alliances.

CCP - change the stuck category description. You know you need to.
