Blockade Runner Rebalance

Currently, the Prowler is the only Blockade Runner with 2 high slots. This provides a fitting advantage that no other racial Blockade Runner can match. Prowlers can fit the obvious Cov Ops cloak and a number of other modules, probe launchers, Covert cynos, salvagers, etc, while every other racial Blockade Runner will fit a Cov Ops cloak.

Recommendation: Add a second high slot to each of the other racial Blockade Runners, and balance the number of slots on the Prowler. Prowler pilots should not be nerfed as a result of this fix.

The prowler also has the smallest possible cargo hold out there as well. It considered balanced, thanks. I fly blockade runners, and the prowler considered the worst of all blockade runners.

The prowler is also the only BR that cannot, with any fitting, carry a repackaged cruiser.

BRs, on the whole, are pretty well balanced. Although I can't figure out where the Viator is supposed to fit in, it doesn't have any real flaws holding it back either.
