POCO reinforce timers

does anyone know what affects POCO reinforce timers? It seems like they all come out at the same time no matter what, but within a couple hours of each other.

They are set by the owning corp, but most people are just likely lazy and leave them at the default time. The owning corp can set a general time range that the POCO will come out, generally a 2-3 hour window.

I once podded myself by blowing a huge fart.

yes, they don't behave like pos tower stront timers, which can be set precisely but varies according to when the attackers hit the tower. POCOs should come out at around the same time regardless of the attacker's time-zone.
