WTB: Covert Cyno Character

Looking for a character which can use covert cynos. Needs to be able to fly a bomber and use a cov cloak as well. The more basic the better but if it has the skills for a basic Tengu or Proteus I'd be willing to look at them.

Cloaking 4
Covert Ops 1
Racial frigate 5

Plus:
Basic tengu/proteus pilot
