Wooo back into this game fater a long hiatus and im lost.

I have a Caracal.
Im doing level 2 sec missions and they are quite easy.
Best way to make enough money to buy a Drake?
Should I buy a Drake for level 3 missions when I start getting them?
Should I spend my 6500 LP and 5.2 mill on augments for perception +3 since I hear it makes your training go faster?
Any tips or advice is appreciated.

Keep grinding missions and then eventually start up lvl 3s. Or look for a corp to join that can provide some incursions and lvl 4's for you to jump on.

Since skill training is very important in this game, I say definitely get a full set of +3 Attribute Implants.

Well, that depends entirely on your skill training plan. This link should help you decide.

Evelopedia has a lot of info and guides available

A word of caution = Don't spend all your ISK and LP's on just one Attribute Implant right now. Wait til you can afford 2 or 3 different Attribute Implants. Also the regular +2 implants aren't too bad when first starting out. A full set of +2's is fairly cheap to get and then later you can individually upgrade each implant.

Speaking of starting out, it might be a good idea to quickly run through the tutorial and the 5 different Career Agents, basically like a refresher course. Plus it'll give you various items which can be sold to help offset the price of the Attribute Implants.

The reason I suggested doing the tutorial and the 5 different Career Agents is due to them giving players all sorts of different items, such as various ships, modules, skillbooks, implants, ISK, standings, etc.

Ya ive only been doing combat ones since I started playing again.
I will have to check out the other ones now since im obviously missing out on some stuff thanks.

L4's sure. Incursions in TI fitted caracals or drakes? Not really gonna happen.

Depending on how long youve been away it might be wise to redo the tutorials and career agents.

Even if its just to dust off those actual skills you learned in the game from last time.

I wouldn't pump all your assets into getting implants just yet. Sure they make a good long term investment, but if they'll cost all your ISK then it's not worth it. It is a game, you need to have fun.

My advice is this: Only do missions if you enjoy doing them.

If you find them boring try something else out: exploration, scamming, pvp, market trading, anything that catches your fancy.

If you enjoy doing missions then, by all means, continue along the mission route: do Level 2s until you can handle Level 3s then 4s. Do some epic arcs in there as well.

To make some quick ISK you can try a variety of things: If you like to salvage you can offer salvaging services to level 4 mission runners. If you think you are lucky and up for it you can do exploration (if you get lucky you'll make ISK quickly and if you are unlucky you'll make ISK very slowly) or you could take a cheap ship (noob ship) out into 0.0 and track down wrecks to loot / salvage.

To fly out to a place where players are activity killing NPCs would probably take you thirty minutes or so. Then, you can buzz the asteroid belts for wrecks (most players will dock up when you enter the system even in a noob ship) and you could quickly grab loots / salvage. You could also do a quick scan of the system and check out the sites (look for forsaken hubs).

The hardest thing in this situation is the getting out there and surviving any possible gate camp. If you can fly a covert ops type ship you can do this easily.

In EVE do what you enjoy doing. Never feel like you have to do anything. You really don't.

Edited to add: As a side note if you do the tutorial missions again you will come away with a few million ISK in assets and liquidity. I believe running the tutorial missions is more profitable than level 2 mission running.
