Cerebral accelerator vs 2x training speed?

I just got an email with the "Power of 2" offer. Provided that this account was born that way, I have read the offer and have found that now they are giving out a "cerebral acelerator" which esentially gives a bonus to learning for the first month... right as the not-so-long removed 2x bonus to training speed used to do for new characters under certain SP (first million SP, IIRC).

IMHO, it's silly to remove a bonus to new accounts and then right add it back with a different taste less than a year later. Who had the idea the first time? And why bother with a new item rather than just return to the old bonus?

I think +3 to all attributes is a little less significant than double training speed. =P

The 2x bonus was actually stopped because of the change with Learning Skills, once new accounts started with full attributes and didn't have to spend the time training up the skills the total amount of time to get to a set SP ends up nearly the same as the 2x bonus.

As for the Cerebral Accelerator, it was originally just a bonus item in the newest boxed version of Eve that could be purchased in stores. My guess is the reason for its inclusion in the offers recently is meant to give an even greater incentive to create new accounts, probably to replace those that were lost in the last few months.
