[WTB] Perfect Covert Ops Character w/ all (almost all) lvl 5 missiles.

Slowly looking for perfect (or close to perfect) covert ops pilot w/ covert cyno. Budget: around 6-7 bil.
ps i don't want characters who don't have any skills in electronics/engeneering/navigation.

I'm not looking for cov cyno only. What I want is bomber w/ deecent electronic/engeniiring/navigation skills and close to perfect missiles (torps)
