Changes to Contract System Made in Retribution

When Retribution was released last year there were some strange changes made to the contract system.

You can no longer place "Want to Buy" Contracts for all sorts of miscellaneous items. (For example - Ryoke Laika and hundreds of other Cosmos Items)

You can still place "want to sell" Contracts, just not "want to buy" contracts for this type of item.

I never saw any information in a Dev Blog related to this and bug reports / petitions have gone un-answered.

Does anyone know why these changes where made, is it a bug or a feature, does CCP plan on changing things back to the way they were at some point in the future??
