What is the best fit to maximize cargo space for a Badger Mark II? I Will primarily be using it in high sec, with maybe a quick jump through low sec on rare occasions. It is my primary trade ship.

Expanded Cargohold - Tech 2 or the best metalevel T1 you can afford, in all low slots.
Train the industrial skill to 4.
If you have the rig skills, medium cargo optimization rigs.
Fill up on Giant Secure Containers as they have an inside volume of 3900 and only take 3000 (you gain 900 per).

Medium slots: medium shield extenders (fill up your power grid) and shield hardeners (fill up the rest of your med slots).
Cloak / tractor beam in high slot.

Realize that your industrial will have an EHP of 12k or so, and can be one-shotted by a suicide-fitted destroyer or battlecruiser. Definitely do not fill it to the brim with expensive goods and never travel on autopilot anywhere. You should also get a scout in a frigate to fly ahead of you to look for suspicious destroyers / cruisers / battlecruisers, and gate camps.

Your industrial will be slow as hell, so train up Navigation to offset that. Always transport small expensive goods in better defended ships.

What kind of cloak device? What would a tractor beam be used for on a hauler?

Do not take that ship through low sec honestly. Setting it up for max capacity also means most likely worst tank and worst aligning. If you must go through low sec, smaller faster ships with cloaks are better.

For max cargo? Expanded Cargohold IIs in the lows, and eventually medium cargohold expander rigs once you can afford and fit them. Use the mids for a shield tank.

Don't take it into low-sec. Tech 1 industrals are not low-sec ships.

For low-sec hauling, look into transport ships, the transport variety of the Badger is the Crane. They can fit Covert Ops cloaking devices which allows them to warp cloaked. They are very difficult to kill in Low-sec, if you know what you are doing.

Also, a word of warning: I wouldn't carry more than 100 million in a t1 indy in high-sec. If a suicide ganker decides to destroy your badger, there is no fit in the game that's going to save it, although a tank can however increase the cost of destroying it. Since you can't make someone unable to destroy it, your only recourse is to make them unwilling to kill it, by making sure the ships they'd lose to concord will cost them more then the cargo you are hauling.

A tractor beam can be useful on a ship used as a "utility hauler" - if you're the hauler on a mining op, for example. And there are tricks to using a cloaking device to reduce your vulnerability when warping away from a gate.

Just to add to this point, the Industry skill doesnt do anything but the racial Industrial does add a descent amount of cargo space, so you want Caldari Industrial or Gallente Industrial etc. depending on what hauler you're flying.

And just to reiterate, any cargo value over 100m in a T1 industrial will get you centred in the crosshairs of a suicide ganker.

For a "Primary Tradeship" as you name it, I'd rather recommend a Mammoth. It is the Minmatar one. Roughly 5-6 Days of Training for 28k m3 (with Rigs) is very good.

While the blockade runners are more suited to getting in/out of low/null, I'd rather lose a 2m ISK hauler to a lowsec gatecamp than a 100m hauler. (That said, what others have mentioned about limiting the amount/worth of what you haul is a very good idea.)

I took a look in the market for Shield Hardeners and the only thing I found were infantry gear. The only ship equipment I found was armor hardeners. Am I missing something?

Shield Hardeners. They don't have the words "shield" or "hardener" in their name.

Tractor Beam helps you bring ore or loot containers from 20 km to 500m so they're in range for opening. Without the tractor you'll have to take your industrial TO the container to open it. Your industrial is 80-100 m/s, the tractor speed is 600+ m/s.

Cloaking device so you can attempt the cloaking trick, at gatecamps, maybe, or sit cloaked at a safe spot. Industrials don't have enough grid to install the 10mn MWD (the appropriate size), you're limited to 10mn Afterburner, and you'll have to sacrifice some defenses to fit it.

Another option is shield resistance amplifiers http://www.eve-wiki.net/index.php?title=Resistance_Amplifiers They don't cost cap and don't have to be activated. They aren't as strong as hardeners but might be better if you don't want to have to bother re-activating the modules everytime you jump.
