I know that it is possible to operate the pos guns from a certain range. But is it possible to operate the pos guns while cloaked?

To be a POS Gunner you have to be inside the Force Field and for the most part you can not be cloaked inside a Force Field.

As mentioned - no.

You must be reasonably close to POS tower and unless its changed somewhere over the past few years you must be in a ship (noobship will do).

However, if you are concerned by your security you can sneak into the tower in a cloaky ship even if its pretty well rapecaged and then proceed to operate the pos guns until the shield are about to go down. Then its just a matter of luck of getting far enough from the pos shields before they can lock you to cloak up. A MWD and few nanofibers on cov ops might do the trick if you are lucky unless someone has unnaturally keen reflexes and manages to spot the exactlt moment you are breaking thru the pos shields.

Here, sanity... niiiice sanity, come to daddy... okay, that's a good sanity... THWONK! GOT the bastard.

Well unless the mechanics have changed since I last POS Gunned, you can't be cloaked while inside of a POS forcefield. So you'll be totally visible to the attackers. You can active your cloak when outside of the POS forcefield when trying to escape, if it comes down to that.

I would also add that you can simply change the password on the POS so that everyone inside gets shot out to over 100km from the pos.meaning you could cloak up then once you are out :)
