Tracking disruptors works on NPC?

I have heard some EW like cap drain doesnt work on NPC cause they dont even have capacitor. How about tracking disruptors? Can NPCs be disrupted this way?

And nosferatu's actually work great cause the NPCs have infinite cap.

They work, but not in the ways you might expect.

I know that neuts reduce the chance that an NPC will shield boost.

I dont know how TD's affect rats.

Confirming I use neuts to shut down Shield repping on NPC Battleships. I'm not entirely sure, but I'm suspecting NPC frigates will also use their propulsion mods less often when a neut is applied. I recall being able to increase range more easily on Angel Cartel frigates if I neuted them while flying a BC.
