Market Order Commission

As I understand it the 'Market Order Commission to broker' taken when setting up a sell order is non refundable, even if the sell order is then subsequently canceled before it is filled.

Is there any way to decrease this fee?

Broker Relations reduces Broker Fees by 5% each level.

Set up the sell order at a lower price, raise it for 100 ISK then.
If you accidentally sell some of your stuff that way, d'uh, you wanted to sell anyway.

broker relations and faction/corp standings with the owner of the station you're trading in, with the faction standing having a much greater effect.

This method will, of course, tend to increase the amount of Market Order Broker Fees that you pay. When you increase the price on an order, you pay Market Order Broker Fees on the total increase in price, with a 100 ISK minimum (same as when setting up the order in the first place).

That is, if you set up an order with a a price of (X) you pay the Broker Fee on the amount X (with a minimum of 100 ISK), and if you then increase the price to (X + Y), you pay the Broker Fee on the amount Y (with a minimum of 100 ISK). If you are hitting the minimum Broker Fee (100 ISK) on the increase of Y, that suggests that you would likely have paid less if you set the order for (X + Y) at the outset.

When you decrease the price on an order, you only ever pay the 100 ISK minimum Broker Fee.
