Empires and Tax leading to Corporations and Tax and beyond

Basics,
1 for the player
in theory High Sec is a place where the new player comes in and feels safe, tastes the waters of eve then either commits to a simple life there or moves on to Wormholes, lowsec, null whatever,

2 for the sandbox
players are part of a race, that is part of an empire, that is part of eve, but really apart from a few minor cosmetic differences and your default corp its just a word,

so here is the idea, as part of a major overhaul in Corporations, Empires and Alliances a journey is taken in many steps,

these ideas are in no particular order, these are not hard and fast numbers but just random pulled from the sky examples, because this is a basic pitch not a 'ccp implement this because of math'

Dynamic Taxation
at the moment taxation is a flat rate applied by ccp on npc corps or directors on player corps, it could be more though,

so lets say we like the idea of new players being 'safer' in npc corps but want to gently push people out the door into player run highsec corps or out into the wilds,

Empire NPC corps start taxing dynamically meaning that the taxation rate a player pays to Caldari Navy changes on an hourly or daily rate,
the more people that generate tax during a period the more the Caldari tax them as well, they have a war to fight and ships dont come cheap,
this 'activity metric' would vary the basic tax between say 25% and 50%, more activity more tax, less activity less tax, just like a government that tax us more when times are profitable and tries to stimulus the recessions,

then you provide modifiers, with a bottoming out level of say 10% and a max out rate of 60%
player has less than Xmil sp? -10% taxrate
player ran a level 1 mission? -5% taxrate
player is in a factional warfare militia? -5% taxrate
player was generating taxable income in enemy territory (a caldari in gallente or matari space) +10%
player is in their national space (caldari in caldari duh) -5%
player ran a level 4 mission +5% taxrate
mission site was in low security space -5% taxrate,

and so on, yes this would add substational coding and processing but if possible the benefits would be thus

a new player running his first missions, when under a certain number of skill points in his starting systems would pay at most 30% tax on PvE income, while a person who is a nullsecer or is the alt of a nullsecer will be penalised in the same corporation to the tune of nearly double the taxation, also to add immersion and help sell the war aspect people are incentivised to partake in PvE activities in their own space while making the empires feel like real governments and more than just four coloured flags,

and also stepping out from the shadow of the npc corp and joining or running your own becomes more attractive adding to the social element,

this then can be rolled out in a second stage to player corps able to make a more limited dynamic tax say
my corp can say until changed ratting in Tenal systems is at X rate, ratting in space i could do but theyd rather i not (empire, npc null like venal) is at more than X rate, and ratting in space im absolutly forbidden to do it in like say Deklein is 100% tax so i get no benefit,
this in and of itself shouldnt be too hard as bounties already track the system they were earned in so adding a compare against tax list shouldnt be too hard,
though some allowance for escalations might be needed,

then give corporation directors a few more options like a CTA/Corp Op Day button that blanket sets the tax to 100%

other peoples ideas for corporation and alliance level improvements like alliance hangars, treaties, licensing of station rights etc etc could then also be ramped in and you could call the process ,,,,,, actually i cant think of a good name for a government reorganisation and taxation plan but still,

Coalitions

Its pretty much an old old topic but yeah as part of the 'governance and rulership' theme you do that here, everyone knows N3, HBC and CFC etc etc exist so just make it formal, okay need to find a new colour and symbol for the overview, but even if it was just that it would at least take the pretense out by admitting its happened, and eve is about emergent behaviour, but wait,

it wouldnt just affect null because now an alliance could 'join' under certain circumstances (standings mostly) the factional warfare coalition, or a couple of low sec pirate corps/alliances could band together and form their own pirate kingdom,

in order not to create new levels of explotation you keep coalitions simple

Some alliance starts a coalition and alliances/corps apply to join,
they are given either
Full member status, Partial member status or Protectorate status,

a Full member can leave but cant be kicked and is auto +10
a partial member can leave or be kicked by a full member and is auto +10
a protectorate can leave or be kicked by a full member and gets an auto standing set by the coalition

apart from a single block of colour on a map to show this is CFC or N3 space and quick easy standings there would be NO other ingame benefits that alliances with blue standings do not already enjoy

Granularity in Corp roles

another dead horse to flog, or make into cheap burgers and ready meals,

as the overall theme is Governance and Rulership good chance to revisit the corp roles and make them a bit more useful to directors, as well as collating all the ideas for improving functionality in running a corp and taking some of the horrendous chores out of it,
