Application Withdrawn Problem

I am trying to get my friends into my corp....They fill out an application and I get the mail saying they have filled out and app, but then 2 seconds later it says in an mail they have withdrawn the app.

This has happened 17 times in a row now....is this a bug or is there a setting that is not correct?

They are clicking the withdraw button.
