Why is Jove space partly developed?

The Jovians serve a valid purpose as CCP's Deus ex machina to explain in (lol)RP terms why new stuff happens or get changed.

Whatever change that is made to EvE, regardless of backstory or logic, they can always claim "The Jovians did something strange." ;)

CCP Greyscale: As to starbases, we agree it's pretty terrible, but we don't want to delay the entire release just for this one factor.

CCP use Jove space as a testing ground when trying out bug fixes on TQ.... obviously it needs all aspects that the rest of new eden has to offer (ie stations, and ded sites, and missions) for ccp to run simulations for a). reconstructing bugs and b). then testing the subsequnt fixes before they release it to the rest of new eden

CCP have even put up and destroyed poses and sov structures for testing.

I still think Incursions would have been cooler had it been about Jove (like some rogue jove criminal or political splinter group or something) than it is with Sansha.

I'm not a roll player, but even still it's kind of silly to beat the crap out of sansha battleships 100 times a day in missions only to get wtfbbq'd by a sansha FRIGATE on an incursion constellation gate lol.

That does make sense btw. Strange that some usual Incursion sanshas are much more dangerous than elite mission ones.

Destroyed ships get moved to an undisclosed system where they then get taken care of, so stuff like that. Also for testing and event purposes. Apart from that it's an interesting storyline thing, which results in threads like these :)
