For running plexes and anoms in low/null, do you fit guns or neuts, tractor beams, salvage, and/or cloak? Would sentries alone be enough or are guns needed for certain sites?

The pve fits that i have seen boasted as effective in the past only used a single civilian weapon to draw drone aggro. Those have now been replaced by remote reps for the drones. So... I guess... No guns needed. Don't take my word for it though

Guns of course, Ishtar has bonus to medium hybrid turret damage, giving you up to 200 dps more.

Cloak is key for quality of life - if you don't have the ability to safe up and go AFK when RL intrudes/you're being hunted you'll be sad.

Cloak + Probe Launcher are my default high slots in a PVE Ishtar.

Rails or blasters? I can see blasters with null helping if rats get close, or do rails perform better by picking off frigs from a distance?

Speaking from experience, don't get caught on invisible objects in space while doing lvl 4s in an Ishtar as it tends not to end well. Shocked

It's the end of the world as we know it and I feel fine.

Blasters are easier to fit, your sentries pick stuff from distance. Blasters also provide additional dps when you need to break Overseer tanks.
