A CONCORD question

I hope this the right place to ask this question:

Hypothetical situation:

Ship A is in an area of hisec.
Ship B attempts to suicide gank that ship.
Ship C fires on ship B. Don't ask why, just saying it does.

Now since Ship B just gave themselves a red flag, CONCORD won't stop Ship C from shooting at it. And obviously Ship B and Ship C have now entered a "limited engagement" so CONCORD won't intervene on that particular battle either. However, does CONCORD still eventually show up to punish Ship B for it's attack on Ship A anyway, or is CONCORD's original response now invalidated by the new "limited engagement" is has with Ship C?

In my experience, yes, they will punish them. And ship C will probably get a killmail on ship B.

Ship b will die too concord ( Depening on security status of system ,determines how long concord take too show up, in 0.5 its around 30 seconds)

Ship c will get a KM on ship b (assuming no one else shot shib b)
And also have a 5 min engagement timer

Note that ship b will have a 15 min criminal act timer , So Anyone can attack him , and he will be shot in HS if hes in a ship.
( which makes the engagement timer useless )
