It's on the test server if you really want to play with it.

Popular opinion seems to be that the ship will be given to players for the 10th anniversary (since the Apotheosis, also SoCT vessel, was given to players for the 5th).

this. however, this doesn't answer how we'll get the new rook boats.

That's a Templar, an Amarr fighter used by carriers.

Usually the gifts are redeemable via a button in the character selection screen. This "spawns" the gift in the station your character currently is.
