Cannot set waypoints more than a few jumps away.

I've had an issue with setting waypoints, mainly with locations that are far away
as seen in the screen shot

I am currently in Maurasi in The Forge but can't set waypoints in Ichoriya or Piak in Black Rise or Lonetrek.
