The prices of the plexes make no difference to people buying for more than just their subscription. The ISK value climb and fall depending on how much real money they cost.

The real money value of plex is stable from its introduction with a sale now and then. the shifts in isk value depends on the in game demand and the willingness of people to spend RLM on plexes to sell.

If you plan to pay for your account with PLEX for the next year or two you should probably buy the PLEX at some point before the summer expansion. The PLEX price will rise again after the launch of the summer expansion.
