No, that's for buying PLEX directly from CCP. Time Codes are sold by third parties and can be converted to PLEX.

OR

You can go to one of the official resellers which will sell you a GTC (or ETC) which is basically a code that ones redeemed is converted into 2 PLEX (60 days of game time).

EDIT:

Any other website you will see on the internet that offer ANY kind of in game item / or ISK for real life is FORBIDDEN and should be reported to CCP. This is RMT and doing that will have a very very nasty effect on your account / character (the best effect you can have is having CCP confiscating the amount of ISK you bought, even if that means going negative wallet. The worst will be a strike with the very heavy CCP Banhammer).

While we are on the subject of correcting people who are incorrectly correcting people...

1 - ETCs come in 30 and 60 day varieties. You won't get 2 PLEX for a 30 day ETC, obviously.

2 - There are exceptions to the official ETC resellers list, like Amazon (the American one). But it is a good idea to stick to the list and petition any sites not on the list to be sure, of course.

Buying PLEX really helped me get a huge start in the marketing route. Earning that first few billion can be a bit challenging if you have no inventory. Within a couple of months I had made a profit that surpassed the initial investment and have been able to buy PLEX to fund my accounts; So from my point of view selling PLEX is great for new characters, and makes it even better for those of us who want to purchase PLEX to maintain our accounts. Hopefully enough players will continue to buy PLEX to keep the prices below that 600m ISK mark from a few months ago.

Edit: Perhaps my biggest Eve mistake was buying a years worth of GTC. It was completely not needed, especially since I bought a bunch of PLEX. I could have used 1 PLEX to get my first month and the other few to start trading. I think it might take a bit longer to start making a good living as a miner, pirate, or faction warrior, but surely not one year.

I did the same thing when i started out in manufacturing/trading. After playing my way for a couple of weeks, confirming that i know reasonably well what i am doing, i invested 3 PLEX into scaling my business up to the point where it could pay for further subscriptions. But of course, you a) need to have a plan and b) actually want to do something that scales up as your main thing in EVE.

I'm fine with it. it's supporting the game instead of damaging it like the gold farmers do. It's helping people to play who wouldn't be otherwise. And the only time I advise against it is when I see clueless newbies who imagine that they'll blow a couple hundred dollars on a faction fit (but failfit) huge ship to fly around in and get in trouble with because they have no idea how to fly it. And even that is a show of support for CCP.

Basically, the rule is pretty simple:

- you can pay all you want for pixels (PLEX) through Account Management or through approved sellers of game time cards.

- you canNOT turn pixels (ISK, ships, characters, items) back into $$, that's a bannable offense.

People sometimes equate their wallet ISK, or the value of their ships, into $$, and a hypothetical value can be calculated that way (500m ISK = $20 cost of a PLEX), but it's always been against the EULA to actually try to get those dollars / euros out of the game. Ultimately, when CCP shuts down the servers and you have 300 trillion ISK in the wallet and 30 carriers in your hangars, you get exactly nothing for all your stuff (maybe a thanks for playing, try our next game email).
