Which ships should I target and which ships should I avoid in my Rifter?

I am trying to fit an actively tanked (hardener/repairer/tungsten plates) Rifter with heavy tackle (scrambler & webifier) and an AB. My capacitor only lasts 43 seconds (with a small Nos) but I won't have to be running my repairer/hardener until my shields are gone. I'm dishing out about 75 dps with 125mm Autocannons.

My thoughts about a basic attack pattern are to close in quickly, activate my tackle, orbit tightly (firing at close range), repair when I need to, and then activate my Nos for more sustain.

Any thoughts? If this is viable... which ships (in one one one combat) should I target and which ships should avoid? Tips on precisely how I should engage/disengage would also be most appreciated.

And please remember that this is a noob ship frigate -- so I can't install the most expensive guns or other gear for the highest DPS and the biggest tank.

Well, for one, dont mix a repairer and plates. They have no synergy, and are usually just about as bad as a dual tank. I'd go for a damage control instead for more resist and survivability to run away if things go south. Secondly, I would be amazed if your fights lasted long enough for you to need a nos. Use a rocket launcher or neut.

You'll have to develop a feel for what your ship can do and what ships to go for yourself. Rifter is cheap, losing a few shouldn't be a big deal. See how you survive against other frigates, destroyers, cruisers, other ships.

Join a frigate PVP corp.

Target those ships with a tank you can break with your DPS. Avoid ships which are capable of breaking your tank. If you are flying solo, avoid groups.

Then it comes down to recognising ships which you can break: ships that are isolated and fitted with a buffer tank or a very minimal local tank. Remember that shields have their own inbuilt regen, so you'll need to take that into account. Even if you are only doing 1 DPS more than the effective local tank of the target, you will break their tank (though the longer you take the more likely it becomes that someone else will join the fight and kill you both).

And it comes down to recognising which ships will break you: ships with big guns will not be able to track you effectively. They will get lucky shots every now and then, and those shots will hurt. Ships with drones or missiles are anathema to solo frigates.

So surprisingly enough you will find that as a frigate pilot you will have more success against tier 3 battlecruisers, and battleships with no drones (or battleships piloted by people who have forgotten about their drones). Frigate fights will be more difficult since they have weapons ideally suited to shooting frigates. Targeting tier 3 battlecruisers (Oracle, Tornado, Naga, avoid the Talos due to 5 light drones for anti-frigate activity) that happen to be off by themselves would be ideal.

Approach in a spiral: not a straight line since you will help their large guns hit you, and not a circle since you'll never actually get closer ;)

Hardeners don't belong on frigates, especially frigates with cap problems. Use energized membranes instead. With good armor compensation skills they're only marginally worse than active hardeners and they don't use cap. You should also train up energy management and energy systems operation to help with your cap. I wouldn't armor active tank in an unbonused single rep ship until the new reppers come out. It's an especially bad idea with your current cap skills preventing you from being in the only kind of fight active tanking is useful for; a long one. For now you should buffer tank. Might want to think about a damage control too.

Don't fly directly towards larger ships. For those you have to fly manually in a spiral shape. This video gives a good explanation of it. http://www.evealtruist.com/2011/12/video-tracking-and-spiralling.html Be sure to check out the other stuff on that site too. There's some good PvP info there.

I can't speak for your frigate specifically, but generally speaking the viable targets of T1 frigs are non-combat subcaps, frigates, cruisers and the occasional really terrible battlecruiser pilot.

Firstly Id say fly a slasher instead, alot easier to fit IMHO.
