Whilst looking at the info for Mining Foreman Link - Laser Optimization, it says the fleet boosts only work while being set as fleet booster. But while doing some Ops, others have said that even though I am not set as fleet booster, they are getting the bonuses.

Is this perhaps a different bonus they are getting I'm not paying attention too or does it also allow you to be squad booster and give out the bonuses?

And if it does require me to have the fleet booster role, how would I go about being able to apply that to myself without having to go through the long training of fleet commander.*

*I have tried to set myself as fleet booster now, but my bonuses are no longer applied when I do.

mostly depends on the number of people in fleet. small (1 booster + up to 10 squad members) fleet just throw everyone in a squad and set yourself booster.

assuming everyone in the chain has the right skills.
if you are set squad booster you will boost the people in your squad (requires booster have leadership 5)
if you are wing booster you will boost the squad leaders who will then boost their squad members (booster has wing leader and squad leader leadership 5)
if you are fleet booster you will boost the wing leaders who will then boost the squad leaders who will then boost their squad members (fleet command -> wing command -> leadership 5)
