Ammo Restructure

As it stand currently in game the progression of ammo is thus;
Tech 1 > Tier 1 Pirate > Empire Faction > Tier 2 Pirate > Tech 2.

What I propose is that CCP reverse the attributes on Tier 1 Pirate and Empire faction ammos.
(Tech 1 > Empire Faction > Tier 1 Pirate > Tier 2 Pirate > Tech 2)

BUT WHY?
Currently Tier 1 pirate ammo is completely redundant because Empire faction ammo is very easily sourced and is just better. sourcing Tier 1 pirate ammo through either the pirate LP stores or faction spawns is a much more demanding task than grinding level 4s in empire and I believe the reward should be better.

Could also just make tier 1 pirate ammo a more common drop by a factor of 10

I don't see that as a solution as Empire faction ammo is better and will always be produced in quantities far exceeding Pirate.

What about making them all equal, like mods, or superior like ships?

I disagree with the "reward should be better" argument. Fact is, faction ammo is really easy to get now thanks to FW. The accessibility to FW means that yes, it should be less effective, just like Faction and pirate ships. pirate>faction. That should remain that way
