ending NPC immunity — players in NPC corps to be conscribed to FW after a grace period

I'm still waiting on the DEV backup to the claim used by the OP. Until then the whole argument is based on just a random unsubstantiated claim by a random EVE player.

NPC corps aren't much of a threat to anyone.

even when used by bumpers and gankers, if u war-decced such gankers they would just dock up for a week and nothing would be accomplished.

if u have trouble with being bumped or otherwise harassed by ppl in NPC corps, then move to a different region of space and continue whatever u were doing. if the griefers follow u to every region u go to, it apparently constitutes as harassment and is petitionable.

The big sov holding corps do NOT want just anyone joining.

Most of them want full API, your first born daughter to sell into sex slavery, a blood sample, an okay rep, and the ability to
fly certain ships, and a SP minumum.

Corps in Goonswarm want a Something Awful account with a post history and/or sponsership and would cry mureder on folks not in the clique being put in there automatically.

I think a good compromise is that school NPC corps are not touchable but you can only be in them for X amount of months. Just like real life, you can not stay in the college dorm forever just like real life.

Other NPC corps being deccable may be something to look at. Only think is this: All those NPC corps are part of a NPC alliance/empire. So, if you declare war on one, you are essentially declaring war on what ever empire. I do not think the Caldari would like it if you started shooting folks in say, Perkone who is a major player in NPC politics. You should not be able to dock in that space and probably have the gate guns and station guns fire on you. You should also have to pay based on the cost of ALL members of all NPC corps in that empire and in turn be KOS there.

Why should this be implemented?
I personally don't like NPC corps much, but this is a game and people should be able to do what they want to do. If they want to stay out of trouble because they want to enjoy some carebearing, then let them do it.

Anyways, even if they are in an NPC corp and stay only in high-sec you still can kill them. So there are not safe in eve, it is just that it seems the consequences of killing them in high-sec are just to high for you. So either stop griefing or just grow some balls and kill then in high-sec.
