Ok i heard if you have safety on means you can combat in high sec w/o beeing concorded but get a -sec hit and cant dock for 10 mins . My question is if you have it off and get attacked will the attacker get concorded or will both of you? Or does having it off just mean only you get concorded?

That sounds very muddled.

Concord does not care what the safety setting is. The safety restricts YOU from doing bad things. Such as attacking people in highsec who you don't have a war against and who is not a suspect.
Green only lets you do legal things, yellow lets you do things that will make you a suspect (like loot other peoples' stuff), and red will let you do things that let you get concorded, like attack people who havent done anything to you.

Green disables your guns so if you try to shoot a player they don't work. Also disables your ability to take from someone else's container. If you want to PVP in high-sec then you must turn the safety off (red). When it's red you can shoot, and then Concord will come etc.

Safety settings don't turn off CONCORD. That would be very broken and would mean any griefer would just leave it on.

What safety settings do:

Green = It prevents any offensive module from activating if the result of that activation does make you either a suspect or a criminal.

Orange = It prevents the modules from activating if it means you commit a criminal act, but it does allow you to become a suspect.

Red = All off, shoot away...but don't be surprised if CONCORD officers pay you a visit after you activate your modules.

Green setting also prevents you from looting from cans or wrecks that don't belong to you. These are coloured yellow instead of white or blue. You need to set it to yellow or red. Stealing in this way will allow all other capsuleers to shoot at you in highsec without the police intervening until the 15 minute Suspect timer expires. You can still dock however.
