Static Complexes instead of Ratting Anomalies

Related at how Players should use 0.0 Space (their home) better & kinda changes the Ratters behavior towards AFK-Cloakers.

As the title says I kinda want the Anomalies replaced by static Complexes.
They will not be as many as we have now with Anomalies. Maybe a maximum of 10 Complexes in a -1.00 System.
What Complexes a system gets is related to the Securitylevel & the Level of Upgrades in the I-Hub.
The Complexes are in Dead Space with an Acceleration Gate. (no Cyno?!, no MWD?)
Restrictions of those Gates are to determined if it allows Titans, SCs, Carrier and so on.
The Complexes should be aimed to be kind of Challenging, meaning that a Group of Players is needed. (Think Incursions)
The Complexes can be combined with the Industry Upgrades for Hacking/Salvage Complexes.
To be discussed if they get an own Spawn or get spawned as second/third room in the “normal Complexes”.

For a bit more conflict we can add that one can't warp out of the Complex but needs to use a “Exit-Gate”, enabling Roamers to camp the Complex-Gate and maybe forcing the Group to a fight.
(Which could be awesome, because the PvE-Group is sitting in there Incursionstyle with Logistics and Buffer-Tank)
