I cant wait for the absolute treasure trove of trollable threads that people like the OP will spawn after the skill change is finally implemented and they claim that it didnt happen the way they interpreted it would.

To be fair to the OP, it is a poorly written Devblog. Aside from the many many grammatical and spelling errors within, the use of the word reimbursement is misleading:

re·im·burse [ree-im-burs] Show IPA
verb (used with object), re·im·bursed, re·im·burs·ing.
1. to make repayment to for expense or loss incurred: The insurance company reimbursed him for his losses in the fire.
2. to pay back; refund; repay.

There is no repayment taking place, because nothing is being lost. They should have called it skill point redistribution or reallocation, or something of that nature.

CCP: please raise your game. I realise that you don't bother testing your own game but perhaps you would be diligent enough to proofread your own devblogs?
