Your skills are unfortunate, at the moment.

Not many people will pay a fair value for the sp when you can't really use anything well in a pvp environment. You have HACs, but can't field any drones or t2 medium guns.

Your skills are all gallente, but you lack the fundamentals of a gallente character, t2 armor tank (hull upgrades V is a big one), drone skills (none to speak of, let alone t2) and blasters...

Some slacking in combat ability may be excusable had it been a recon pilot or more specialized in stealth bombers, but as-is, I can't see this getting more than 2 or 3 billion, give or take.
