Raised a petition.. Supplied with software to track the problem.. looks like I am getting 409ms pings (periodically) from 195.66.226.23 (I believe this to be on CCP's network.)

Funny think is that I got a DC as soon as I logged in and at that point the ms was very low.... :/ :(

Thanks, wasn't wining. Was trying to see if it was a global problem before I raised a petition and wasted CCP's time. Your productive and most helpful comment was truely appreciated.
