Many people complain that setting up POS in h-sec is a complicated task. Not only that they need high enough standing towards NPC Corporation, but also most of the moons are occupied. It’s even a bigger pain for larger corporations. They can’t force all their corporation members to go to h-sec and grind missions in order to increase corporation standing towards NPC faction.

So the basic idea is to create space rental fee for POS (it could work great with intention to allow setting up POS anywhere in space). The more renters in specific solar system – higher the price. Price could increase in geometrical progression, that way systems would be protected from insane amount of POS’es. People could decide are they willing to pay more or find less desirable solar system. If owner doesn’t pay monthly fee, his POS could be locked, leaving him two options – pay the fee or unanchor the POS. Locked POS’es do not increase the fee price.
