WTB Focussed Subcap PVP Character - Small/Zero History - 40b budget

Looking for either a project character or a complete new main, either way my preference would be a character that has little corp history or has just been training away.

SP should be 20m plus and I would prefer a focus on gunnery over missiles, skillpoints into industry or even caps etc would be a negative as I'm only interested in subcaps

Short non wierd and wonderful names would be a bonus as well !

Budget as stated is up to about 40b, obviously less depending on the skillpoints but happy to add a value to neat training

The OP is looking for a "focused" "project" character. He is the definition of that. Either he likes you or he doesn't, why bother trolling me, it won't help sell your pilot. OP also mentioned a budget of 40B, are you gonna accept that for your toon?
