POCO with "Access Denied" tax rate

I am interested in doing PI on a Storm Planet but the POCO lists a tax rate of "Access Denied".

Other than grovelling to the owner, is our only option to destroy it?

Can I use the launchpad to bypass the POCO entirely? In this situation, do I pay the INTERBUS tax rate?

One more thing. If we destroy the POCO is it automatically replaced by an INTERBUS POCO?

Burn it down.

If the owner isn't willing to meet you halfway, that's what you do. Or you can offer to burn down his POS (if any) until he adjusts rates to be somewhat more... equitable.
Armed negotiations are really your best bet - put it into 'reenforced' and make your... requests. They're more likely to listen if you've shown you *can* burn it down.

If you burn down a POCO, nothing replaces it until you or some other like-minded soul sets up a replacement.

Burning POCOs is the first step in evicting squatters from your WH. Either they give you a nice favorable 'Friends and Neighbors' rate (like 0%) or break-out the flamethrowers.

How many people does it take to take down a POCO? Could a group of 4 in battleships do it in a reasonable amount time, like under an hour or is an all day thing requiring dreads?

I would like to know for science reasons.

Last time we burned one, it took five of us, mostly in Ravens, about an hour and a half or two hours (IIRC) to put it in re-enforced. But none of us are battleship specialists and our fitting & DPS was pretty weak. Real BS artists (!) could do it faster, I'm certain.

Kill it. That's all you can do. Also storm planets are over-rated, you can pretty much get everything from other planets. Certainly you don't need one for POS fuel components. I do just fine with gas, lava and barren planets.

Actually, finding a WH that suits your needs and isn't already occupied by a dangerous neighbor is a chancy thing. It can be done, of course, but why go to all that work when you have one already? So... You shoot the POCO until it goes into re-enenforce, then open negotiations for a suitable rate. Typically, the rate you charge your own folks. If you're feeling charitible, you can offer to reciprocate with your own POCOs. For a neighbor who has military parity with you, the offer of reciprocal rates usually averts an unneccessary and expensive war.

This does not mean you need to refrain from shooting each other in the face - Indeed, it makes it easier to sustain prolonged face-shooting, as you both have more of the resources necessary to keep it up.

Well, see... There is another side - Sometimes, you *want* those resources. And that POCO is in your way. So it has to come down. If the other folks won't negotiate or won't negotiate to your satisfaction, or worse, have abandoned the WH and moved on, well... Burn it down.

The last one we burned down was because the bonehead owner wouldn't play 'nice' (by WH standards). So... We chased him out, and sent his POCO to hell in a bonfire. We currently share our primary WH with another corp, and they've played by the rules (such as they are, in W-Space). Everyone profits. Except for intruders... they face twice the sniping and harassment because there are two healthy corps resident.

Epilogue:

I contacted the owner of the POCOs and he agreed to reduce the tax rates of his customs offices to 10%

He also mentioned that he had a scanning alt in the system. Destroying the POCOs could have had some unpleasant consequences.

In the end everyone seems satisfied with the final arrangement.
