As far as I can tell, the fleet pest is the only navy BS that doesn't offer any significant advantage over a pirate BS in any area (even if the pirate BS is better overall)

Navy Domi vs rattler: Navy domi can switch tank types to take advantage of natural resists, can push out a lot more DPS
NMega vs Vindi: better drone bay, much better targetting range for rail sniping
Caldari Navy BSs - no pirate counterpart, the rattler as a missile boat is lulz
NM vs amarr BSs: NM has weaker cap, shield tank (which isn't as good vs EM rats). Geddon has a significant drone advantage, apoc has cap and range adv.
Bhaal vs amarr BS: DPS disadvantage vs geddon, range dis vs apoc


Phoon vs mach - phoon can do a nice missile fit, perhaps a better armor tank, slightly better drone bay
Pest vs mach - lower gun DPS, lower gun alpha, lower range, slower, smaller drone bay, same slot layout, same shields, weaker cap



As to the actual question.
They both get the same damage bonus, so its a question of the ROF bonus for the pest, 6/.75 = 8 - you have the same effective turret number as the mael, but the mael has a shield boost bonus.

So, if ISK is no concern, get a Mach
If is is a concern, get a Mael
I don't see why you'd get a Fleet Pest....
