capturing territory in thukker/syndicate null sec

so was floating through null sec a few days ago, scouting for future reference when I came across syndicate and thukker territories, and was curious if the territory was capturable or if its a perma npc sector? Thanks in advance

its perma npc space, you can live there but not claim the systems.

and when you cant claim them they cant be upgraded
